 THE EU:
WHERE ‘RULES-BASED’
MEANS ‘RULES-BROKEN’
AND WHERE ‘PEACE’ MEANS ‘MILITARY’
© EU Commission
A final example for 2018 of the real EU
BREXIT FACTS4EU.ORG SUMMARY
This story involves
  • €10.5 billion in an ‘off-budget’ EU fund
  • A former Communist EU Commissioner with a penchant for self-promotion
  • And where the EU breaks its own rules with impunity
A salutary tale for Remainers, on the final day of 2018
RULES AIN’T WHAT THEY USED TO BE
A fundamental credo of the EU is that it is a ‘rules-based organisation’. It is not.
Throughout the Brexit negotiations, the argument has been advanced that the EU cannot break its rules, for example on negotiating a trade agreement with the UK before it has left. Putting aside the sheer idiocy of any such rule, the EU itself has no compunction in circumventing any of its other ‘rules’, at any time, for any reason.
Brexit Facts4EU.Org has published evidence of the EU’s cavalier approach to its supposed rules on many occasions. Here is another example.
THE €10.5 BILLION MILITARY SLUSH FUND
Named - as only the EU can - the “European Peace Facility” (EPF), this €10.5 billion war chest is officially described as “off-budget”, yet all member states will be obliged to contribute to it according to the usual GDP formula.
The EPF is part of the EU Commission’s new budget proposals for the next 7-year financial period which starts at the end of 2019. Whilst other parts of the Commission’s proposals have been scaled back after deliberations at the EU Council, this ‘Peace Facility’ has not.
WHAT’S THE MONEY FOR?
According to the EU’s “European External Action Service”, the fund :
“will enable the financing of operational actions under the Common Foreign and Security Policy (CFSP) that have military or defence implications and thus allow more flexibility and effectiveness of our operations abroad.”
This is a classic case of EU mission creep. The EU Commission says that it will enable it to :-
“Carry out broader actions: Currently the EU has a limited capacity to engage in military or defence actions, such as capacity building, provision of training, equipment or infrastructure. The EPF will assist in building the capacities of partner countries’ armed forces to preserve peace, prevent conflict and address security challenges.”
It then even goes on to say that some of the money will also be used to fund military ‘equipment’ of foreign defence forces. Older readers will remember how for many years proxy wars were fought in places such as Vietnam, Cuba, and Nicaragua. Funding for arms was usually where these campaigns started too.
WHY THIS DOESN’T APPEAR IN THE EU BUDGET
Here is where it gets really interesting. The EU is currently limited in what it can do under its own Treaties. If the EU were truly a ‘rules-based’ organisation, that would be that.
Getting around the rules has never been a problem for the EU Commission, however. In this case the answer was simple. Set up an “off-budget” fund, put it in the hands of a power-hungry Commission Vice-President, and bingo, problem solved.
The new fund
“will only cover expenditure that cannot be financed under the Union’s budget because of its operational military or defence implications, as set out in the EU Treaty (Art. 41.2 TEU).”
In other words:
‘We’re not allowed to do this under the Treaty so we’ll do it outside the Treaty.’
WHO HOLDS THE PURSE STRINGS?
The most publicity-hungry Commissioner in Brussels after Jean-Claude Juncker is a woman by the name of Federica Mogherini. This former Communist Italian politician rejoices in the title of “High Representative of the Union for Foreign Affairs and Security Policy and Vice-President of the Commission”.
In practice she’s the EU’s Defence Secretary and Foreign Secretary, all rolled into one. This amount of power wielded by one person would not be out of place in a banana republic. Not only that but she was selected, not elected. Jean-Claude Juncker (also unelected by any populace) chose her.
You didn’t vote her in, and you can’t vote her out.
The EU's current foreign missions © EU Commission
Ms Mogherini runs the “European External Action Service” (EEAS) and any casual glance at that part of the EU’s website would leave readers in no doubt about that. Photos of her are hardly in short supply on there.
OBSERVATIONS
On this last day of 2018, the Brexit Facts4EU.Org team has brought you a final article based on factual research of the EU.
This is the EU, red in tooth and claw. Undemocratic, power-seeking, usurping the traditional roles of national governments, breaking its own rules, and using what are in effect ‘slush funds’ to cover some of its activities.
Our Brexit Index contains 1,000 articles which demonstrate beyond any doubt what the EU is. It’s not the cuddly teddy bear in the imaginations of uninformed MPs and deluded Europhile pundits.
The EU is NOT what these idiots want the EU to be.
The EU is what it is.  And what it is, ain’t pretty.
WE’RE GETTING READY TO ROCK INTO 2019
We would like to thank all those readers who have helped us during the year. Your messages of support and encouragement kept us going during some very dark days, and your donations large and small made a difference.
You don’t see our faces on the TV, nor in the papers. We’re not doing this for us. We’re doing it for YOU and for this great country of ours.
Today we are continuing to work on our new “Go WTO” campaign. Almost all the pieces are in place, but we continue to suffer from lack of funding, so this has slowed things up. We will launch in the coming days, come what may. The more donations, the bigger the reach of the campaign.
Are you ready to help us hit the ground running, in one final pitched battle for Brexit? Below are the means at your disposal, if you really want to join the fight for freedom, democracy, and sovereignty.
Finally, we wish all readers a very Happy New Year and tonight we will raise a toast to you all.

Message: Just sent you a small donation. You are completely correct that WTO is the "Way To gO". We voted to leave (17.4m) all of the EU and its tangled web (of deceit).
I think that the next 3 months will be the most important in our Brexit saga. We must get what we voted for and sites like this are the key to helping win our fight.
A message to anyone reading this site - please make a small donation and support however you can. If 17.4m gave just a £5 donation each the "War Chest" for Brexit organisations would be £87 million.

Message: Thank you for your pre-New Year's article and for everything you did in the last few years. Also thank you for your upcoming campaign, I'm really looking forward to it. I'll keep up my support next year - not much, but all helps I suppose. I think your work is crucial and I see my support as an investment in my children's future. Happy New Year to you and to all readers. With warm regards, Kate

Message: Those of us who remember decades ago when UK Prime Minister Heath signed our country up to the European Economic Community (EEC) without any mandate to do so, also remember he was later to admit he LIED to our great country, and worse, he knowingly lied. Our suspicions were validated upon the release of declassified document "FCO 30/1048". The elected [and privileged] political class at that time kept the real purpose from the electorate - SHAME ON THEM.
The deceit continued with successive Prime Minister's, and step by step we witnessed PMs being subservient to a foreign power we did not elect and cannot remove. This was a 'slap in the face' for those who fought and died defending our country decades past. The EEC morphed into a dictatorial, unaccountable power that imposed its own will upon our country, and Minister's had to adapt UK law to that dictated by the EU where necessary. Many years ago we knew they had military ambitions, and again we have been proven correct. It should be noted, UK MPs could have stopped this decades back, (it was a political decision), yet we are where we are, and we now 'fight' to regain our country by removing ourselves from EU institutions. Parliament now 'fights' against the majority.
The EU are terrified about giving people in member countries their own Brexit-styled referendum, yet they claim to be democratic?
I wish everyone a Happy and prosperous Brexit New Year, but I cannot end 2018 without paying the highest of compliments to the Brexit Facts4EU team. Without them, we wouldn't get these original facts. THANK YOU.

Message: What indeed is an 'ex-communist'? I suggest a socialist? In my view socialism is the ramp to communism. Neither 'ism' is what the west deserves or indeed needs to survive.
Alas it is what is being enforced almost along with the religion of peace and halal etc......
I wish that the patriotic would make their pledge for new year, enough is enough and start reversing the madnesses of at least since we joined the eec. It has not been beneficial to the England of Great Britain.

THE EU USES THE WTO FOR TRADE
© Brexit Facts4EU.Org
WHY SHOULDN'T THE UK?
A brief look at how the EU itself uses the World Trade Organisation (WTO) to facilitate its trade with the rest of the world.
As ever, we will use the EU’s own information as much as possible.
BREXIT FACTS4EU.ORG SUMMARY
The EU trades on WTO terms - as the UK can
  • The EU trades on WTO terms
  • The EU Commission alone can speak for the 28 member states
  • However the UK's interests are vastly different than, say, Romania's
  • EU is committed to trade that is “fair, predictable and based on common [WTO] rules”
  • The UK is already a WTO member and can "GO WTO" on 29 March 2019
THE EU TRADES ON WTO TERMS
The WTO's highest decision-making body is the Ministerial Conference. The EU Trade Commissioner represents the EU in this forum.
The European Commission also represents the EU in
  • the General Council of the WTO, which acts on behalf of the Ministerial Conference and meets regularly
  • subsidiary WTO bodies, which set up rules for specific areas of world trade, e.g. respecting the environment and monitoring how they’re applied
It’s clear then that the EU uses the WTO for international trade, just as the UK could upon exit.
WHAT ARE THE EU’S OBJECTIVES AT THE WTO?
Here are the EU’s objectives, in their own words:-
  • keep the world’s trading system fair, predictable and based on common rules
  • modernise the world's trade markets so European goods, services and investment can benefit
  • follow the common WTO rules, and make sure others also play by the rules
  • make the WTO more open by interacting with both non-members and other international organisations
  • bring developing countries into the WTO, its decision-making, and the global economy
  • reinforce the WTO's support for sustainable trade policies worldwide
Most readers will agree that the EU has laid out its stall. Its primary objective is to make trade “fair, predictable and based on common rules”. It does not state that it wants to make trade as difficult as possible for one country (the UK) that had the temerity to reject EU membership.
IS THE UK A MEMBER?
As the EU says: “Both the European Union and the individual EU countries are members of the WTO.” [Source: EU Trade Directorate]
We have pointed out in previous articles that the UK was a founder member of GATT, the precursor to the WTO, and of the WTO itself when it formed in 1995. This is hardly surprising, given that the UK is the 5th-largest economy in the world. [Source: IMF, 2018]
HOW THE EU STOPS MEMBER STATES FROM HAVING INDEPENDENCE
Here is how the EU has taken over the whole area of trade.
The Commission gets permission from the Council of the EU to negotiate on behalf of the European Union.
The Commission coordinates the EU negotiating position with the EU Member States by consulting with the Council's trade policy committee .
The Commission regularly informs the European Parliament's International Trade Committee (INTA ) of WTO issues.
When an agreement is negotiated at the WTO, the Commission needs the formal authorisation of the Council and European Parliament to then sign the agreement on behalf of the EU.
The Commission initiates and handles WTO complaints with the Council support and may propose retaliatory measures to the Council.
As readers can see, the EU has taken over the voice of its member states. No individual country can represent the needs of its own industries, service providers, farmers, fishermen, or indeed the needs of its own consumers in regard to imported products and services.
The unelected EU Commission might ‘consult’ and ‘inform’ member states via the Council and EU Parliament, but its agenda is control and uniformity.
IN WHOSE INTERESTS?
© Brexit Facts4EU.Org
In practice, the EU Commission is representing 28 economies which are vastly different. The trading priorities of a country like Romania or Slovenia are completely different to those of an enormous, developed economy such as that of the UK.
The French government suffers from powerful lobby groups such as the farmers who regularly block motorways, ports, the streets of Paris, etc. For Monsieur Macron, preventing the imports of cheap food and protecting the name ‘champagne’ have high political priorities. And because we’re talking about France, the Commission goes out of its way to appease and adopt the same priorities.
This is precisely why the UK will benefit so much when it regains its independence and sovereignty. Once again, the UK government will be able to speak and negotiate at the WTO in the interests of its own businesses and its own people.
OBSERVATIONS
We have shown how the EU uses the WTO rules for trading with other countries. This is very well-established.
We have also shown how the EU is committed to fair practices based on common WTO rules.
If the EU obeys the rules, then the UK will be doubly efficient in this regard because that’s the way the UK has traditionally been. Many would argue that the UK is overly scrupulous in its adherence to international agreements, when others are less so.
Trading under the terms of the WTO is what the EU does. If it’s good enough for the EU when the UK is still a member, how can it behave otherwise to the world’s fifth-largest economy when the UK becomes independent?
Let’s go WTO on 29th March.
LATEST NEWS ON OUR COMING WTO EXIT CAMPAIGN
Brexit Facts4EU.Org is in the final stages of preparation for our campaign launch next week. The article above is another in our series on how the UK can trade successfully with the world using the same common standards that are used by 163 countries globally – including the EU.
The aim is to inform the public (and many MPs) on the benefits of leaving the EU on 29 March 2019 - as voted for by the majority of British people in the EU Referendum – and for the UK to trade under WTO terms.
The one-page summary is done, short and punchy social media messages are being drafted, other Brexit groups are lining up in support, a press release is being written, and politicians have said they are available for interview. The main thing we now lack is sufficient funding to do everything we need to do.
We want to thank those generous readers who have already contributed to the costs of this campaign. We hate to bore on the subject but we need far more readers to contribute if we’re going to make a big splash. Every donation from £5 to £500 will make a difference.
And remember, you’re not funding London offices, secretaries, expense accounts and the rest. We’re as lean and mean as we can be!

Message: As much as the EU would love to, in reality there isn't any legal, theoretical, practical or logical backing for the EU to negatively single out one country (the UK) from all trade rules that apply worldwide. Now it might not hold them back from actually trying it on, but that's a different matter and not a wise strategy. It can easily backfire on the EU on many levels.

 ONLY 3 IN 10 BRITONS
TRUST THE EU
THE SAME SMALL MINORITY SUPPORT ECONOMIC UNION
- Official EU Commission Survey Data, Dec 2018
© EU Commission
IN THE REST OF THE EU IT’S NOT MUCH BETTER:
ONLY 4 IN 10 TRUST THE EU
The EU Commission’s latest ‘European’ survey shows just how little the British people inherently trust the EU, and how little they wish to participate in the economic and monetary union which is a key plank in the entire EU ‘Projekt’.
THE EU’S ‘EUROBAROMETER’, DECEMBER 2018
Twice a year the EU commissions a large survey of public opinion, from which it monitors how it is doing, and from which it trumpets any small movements in the popularity of its policy objectives.
This is called “The Eurobarometer’ and each time it is published we bring readers some highlights. The following information comes from the December report.
BREXIT FACTS4EU.ORG SUMMARY
European and British opinions on the EU, Dec 2018
  • Only 42% of people across Europe trust the EU
  • In the UK it’s worse - only 31% of British people trust the EU
  • This has fallen by 4% in the last six months alone
  • Only 28% of Brits support economic and monetary union – a core EU objective
  • Only 33% of Brits feel “my voice counts” in the EU
THIS IS THE EU’S OWN, OFFICIAL SURVEY
It’s important to recognise that the EU Commission relies heavily on this survey.
This version took place in 28 Member States and in the 5 candidate countries plus the Turkish part of Cyprus, with citizens aged 15 and over. The candidate countries are Turkey, Macedonia, Montenegro, Serbia and Albania.
15.9% of the results come from citizens of countries wishing to join the EU, almost all for economic reasons.
OBSERVATIONS
The above results must come as grim reading for the Remain campaign. Those advocating a Losers’ Vote might wish to take note.
If only three in ten Britons have trust in the EU, this says a lot about the people’s ability to distill the truth from the incessant propaganda they read, see and hear in the media.
HOW THE EU COMMISSION SKEWS THE RESULTS
For this official EU survey, there were 32,600 interviews carried out in people’s homes, of which 5,176 were from non-EU countries. That’s 15.9% of the interviews which were conducted with people from countries wishing to join the EU, almost all for economic reasons.
The second point to note is the astonishing length of these interviews. At over 200 questions, who has time to sit for a survey of this length?
The third point to mention is the lower age limit. The EU has numerous programmes aimed at promoting EU federalism to young people, some of which are deeply disturbing to many people. By including children in the survey, some of the results might be questionable to say the least. Imagine a 15 year old, by the time he was asked question number 209. “Yeah, whatever.”
Despite all of the attempts to skew the results however, they must be very disappointing for those anti-democrats in the UK who wish to thwart the largest exercise of democracy in our history.

 ‘ARISE, SIR JOHN OF BREXIT’
LEADING BREXITEER REDWOOD IS KNIGHTED
© The Rt Hon Sir John Redwood MP
The team at Brexit Facts4EU.Org would like to offer our warm congratulations to the Rt Hon Sir John Redwood MP, who has been awarded a knighthood in Her Majesty the Queen’s New Year Honours list.
Faithfully representing his constituents of Wokingham for over 30 years, Sir John is one of the hardest-working, most intelligent, and most knowledgeable MPs we know. He is also a stalwart Brexiteer and was a renowned ‘Maastricht rebel’ in the 1990s. How right he was then, and still is today.
Not only has Sir John has been such a key player in the fight to extricate the United Kingdom from the European Union, he has also been of great help to us behind the scenes. He knows, so we’ll say no more.
We will leave you with something which might bring a smile to Sir John’s face – the reaction at the Guardian newspaper to the news.
“PM accused of Brexit deal desperation over John Redwood honour”
If anyone at the Guardian thinks that a knighthood will blunt the power and incisiveness of Sir John’s attacks on Mrs May’s Withdrawal Agreement, they clearly don’t know the man.
And if you doubt our word, try reading the demolition of Theresa May's WA that he published only yesterday, long after he knew about his gong.
OBSERVATIONS
Yesterday BBC News ran an article on the front page of its website about Sir John. It was about documents released under the 30-year rule, where he advised the government (while Secretary of State for Wales) that people had major concerns about the possibility of an national ID card. It was a non-story, but it was about a Brexiteer and was it written in a negative light.
Fast-forward 24 hours and BBC News now has an article on its front page about Sir John being knighted.
We can imagine the scene in the BBC News office:-
"Will you write up Redwood's knighthood?"
"No fear, you do it."
"Not a chance, he's a bl***y Brexiteer! Anyway, I wrote that piece on him yesterday."
"Well I just can't, won't."
"I'll give you my Platinum VIP tickets to the next People's Vote event?"
"... Oh.... alright then."

BREXIT WAS ALWAYS GOING TO BE
A 'NO DEAL' BREXIT
A 'NO DEAL' BREXIT WAS EU POLICY
© EU Council
EU REFUSED TO NEGOTIATE A TRADE DEAL - FACT
A ‘NO DEAL’ Brexit was the default position of the EU from the start.
Listening to Remainer MPs, the public could be forgiven for thinking that an exit on WTO terms is an unnatural or unexpected outcome of Brexit talks.
In fact it has always been the EU’s position. No real alternative was provided by them, other than to stay in the EU which is effectively what Mrs May’s Withdrawal Agreement represents.
Whilst a Canada-style deal was finally offered by the EU in March, this effectively annexed Northern Ireland and Mrs May did not even pursue negotiations on this.
The EU refused even to discuss a trade deal from the very beginning, claiming that it could not negotiate a trade deal until after the UK had left at the end of the two-year notice period.
BREXIT FACTS4EU.ORG SUMMARY
WTO WAS ALWAYS THE WAY TO GO
  • EU always refused to do a trade deal with UK until after departure on 29 Mar 2019
  • EU refused to allow UK to negotiate trade deals with other countries
  • EU’s default position was always for UK to leave with no deal which included trade
  • WTO exit has therefore always been the official default position
HOW WE DEFINE ‘NO DEAL’
Purists might try to argue that ‘no deal’ refers to the process of withdrawing from the EU, not the absence of a trade deal. This shows a lack of common sense and there are two simple answers to this:
  1. The future trading arrangements between the EU and the UK are integral to any withdrawal
  2. Other withdrawal arrangements are mostly technicalities, it’s the ongoing relationship that matters
The EU successfully insisted to Mrs May that three very restricted areas be agreed before they would discuss anything else.
These areas were the ‘divorce bill’ which they wished to extract from the UK taxpayer (with no basis in law), the rights of EU citizens (and future family members) in the UK to be governed by a foreign (EU) court in perpetuity, and a fictitious argument about the Northern Ireland border.
Mrs May and her unelected civil servants allowed themselves to be distracted by these three EU-invented issues for eighteen months after the British people voted to leave the EU. These issues are still preventing any sensible agreement – in particular the non-issue of the N.I. border.
The simple fact is that any ‘deal’ would naturally include ongoing trading arrangements. However the EU always insisted otherwise, meaning that a WTO exit was always the default option when it comes to trade.
‘EXCLUSIVE COMPETENCE’?
The EU operates on the basis of an increasing number of areas of life falling under the ‘exclusive competence’ of the EU Commission. This means a steady process of removing the sovereignty of the parliaments of Member States over more and more matters which would normally be considered to be part of nationhood.
One of the earliest ‘exclusive competences’ taken by the EU Commission was that of trade. We suggest there is considerable irony in the Commission’s use of the word ‘competence’, given that the EU Commission has shown itself to be anything but competent in negotiating trade deals.
As an example, the earliest that the EU-Canada trade deal can be fully ratified is next year - a full 15 years after talks opened.
If that’s EU competence we hate to think what EU incompetence is.
LEAVING WITHOUT A TRADE DEAL
Brexit Facts4EU.Org has consistently argued that it was patently ridiculous that the EU should expect the UK should leave with no trading arrangements in place, but this was the EU’s official position.
The EU also insisted that the UK could not start trade negotiations with other countries before it left. Again this was ridiculous and was against legal advice from the eminent EU-specialist QC, Martin Howe of Lawyers for Britain.
Here is what Brexit Facts4EU.Org wrote on 05 Sept 2016 :-
“Furthermore, is the UK also to be prevented from having discussions with the WTO to ensure the smooth transition of trading arrangements with WTO member countries on the UK's exit from the EU?
“It is inconceivable that a country of the importance of the UK could be prevented from preparing for its exit. This is tantamount to a deliberate act of damage to a neighbouring state and must equate to an unreasonable restraint of trade.
“It would also prevent the UK from negotiating a trade deal with the EU itself, which would then leave EU exporters into the UK facing large tariffs in some cases. All of this would hardly pass any test of being ‘fair and reasonable’ and nor would it be in the political and economic interests of the EU.”
Brexit Facst4EU.Org, 05 Sept 2016
We were right then and we’re right now. Sadly Mrs May ignored our advice.
OBSERVATIONS
Remainer MPs seem to operate on the basis of “EU good, UK bad”, to paraphrase George Orwell.
We would love to hear just one Remainer MP stand up in Parliament and try to justify the EU’s totally unacceptable and unreasonable attempts to block the 5th-largest economy in the World from pursuing its normal commercial interests.
We would like to hear these MPs say that they realise that an exit on WTO terms was in fact the default position of the EU all along. We would like to hear them say that as the EU refused to discuss a trade deal from the start, an exit on WTO terms of trade was the only possible route.
We would like to hear them admit that “crashing out” on WTO terms – a characterisation we wholly reject – has always been the EU’s position, unless we effectively agreed to stay in the EU, with its Singlke Market and Customs Union.
We suspect we might have a very long wait, if we want to hear any Remainer MP admit that what we say is true.
It doesn’t make it any less true, however.
WTO is the way to go.
Will you help with our clean WTO Brexit campaign, about to launch? More details are here.

Message: Well yet another great factual article. However, it was clear to me from the day after the referendum, that historic vote, what the establishment would do and how they would react! 2.5 years later, they still don't want to accept the vote!
It is very clear to me that the eu is the new 'Iron curtain' block. The eec was a facade, with the idea of the eu already in the minds of the globalists. Even worse we now hear whispers that the eu will bring in sharia law gradually first for the muslims and then for everyone.
No wonder anyone with an ounce of common sense should reject the eu on every single level.

WILL YOU DONATE TO OUR NEW WTO EXIT CAMPAIGN?
It will start within days, has the support of MPs and other Brexit groups, and will really make a difference. It present a simple, positive, and factual case for a true Brexit on 29 March 2019.
If you read our work regularly and value it, but have yet to donate, could we perhaps persuade you to help us with a donation, so that we can continue at this crucial time for Brexit?

 THE EXCITEMENT BUILDS
THE CLEAN WTO BREXIT CAMPAIGN GATHERS PACE
Overnight we have continued work on the new and exciting, Clean WTO Brexit campaign.
More pro-Brexit organisations have now backed the major public campaign we are launching in the coming days. For example yesterday Scots for Leave and Fishing for Leave gave us their backing.
Assembling political support from key MPs and other politicians, plus the backing of other major Brexit organisations, plus the pure logistics involved in setting up a sponsored social media campaign and a PR team ready to launch this to the media... this is no simple task. And being in the middle of the festive season certainly doesn't make it any easier!
In the last two weeks we've made excellent progress. Right now what we need are more donations from the public to add to the seed-funding we've received from a generous City donor. The more funding we receive, the wider the reach of the campaign. It's as simple as that.
This is going to be big for Brexit.
Can you help us make a real splash?

IT’S BEEN A GOOD REMAIN YEAR
FOR THE CHANCELLOR
Screenshot from © Sky News
’TWAS THE WEEK BEFORE CHRISTMAS....
Shortly before Christmas one year ago, the Chancellor Philip Hammond made a trip to China. This happened just after Mrs May had concluded the first version of her Withdrawal Agreement.
At a press conference he was asked what Chinese businesses should expect on Brexit. This is what he said:
“What they should expect as a result of the agreement we've reached this week with the European Union is a transition, or implementation period, which will start at the end of March 2019, during which we will no longer be members of the European Union, we won't technically or legally be in the customs union, or in the single market.
“But we're committed, as a result of the agreement we've made this week, to creating an environment which will effectively replicate the current status quo so that businesses can carry on trading with their commercial partners across the European Union, as they do now.
“Borders will operate as they do now, and financial service businesses will be able to carry on conducting their business across borders as they do now.”
Mr Hammond was asked about the UK’s role in EU decision-making during the transition period and he replied:
“We won't be members of the European Union, and therefore we won't sit in the European Council or any of its subordinate bodies, and we won't have a vote.”
- Philip Hammond, 16 Dec 2017, China
NO SHAME
Representing a country which had voted to leave the European Union and all that this entails, observers might have expected the Chancellor to look embarrassed.
After all, he was saying that in effect the UK would stay in the EU except in name, and would have its voting rights removed.
Embarrassed? Not a bit of it. No shame. No embarrassment.
The Chancellor was clearly content with the progress of the Government’s non-Brexit Brexit. He had no apparent problem with the unprecedented loss of sovereignty of our great nation, nor with the fact that the British people’s decision to leave the EU was not being honoured by their Government.
AND OUR PRIME MINISTER?
It gives us absolutely no pleasure to write what we feel compelled to write. Facts are facts and if Theresa May lies - as she did once again in that week when the Chancellor was in China, and said “we will leave the EU on the 29 March 2019. We will be delivering the Brexit people voted for” - then we have to call her out.
It wasn't remotely true then, and it's not remotely true now.
OBSERVATIONS
In our editorial below, we provide essential commentary which we hope will alert everyone to the dangers we now face.
However we also offer a solution.

Message: You had your chance Chancellor as far as I'm concerned, so please now resign. You are not there to make judgements or 'corrections' on democratic votes. Therefore you're either misunderstanding your position or deliberately violating your role. In either case we'll be all better off if you quit and maybe go back to running discos as you did in your youth. At least there you can only cause minor damage.  3 MONTHS TOMORROW WE WILL EITHER
LEAVE THE EU
...OR WE WON’T
© EU Commission
A BREXIT FACTS4EU.ORG BOXING DAY EDITORIAL
Here we are on Boxing Day 2018, about to enter three of the most critical months in our nation’s history.
The answers which Mr Hammond gave to reporters about Brexit just over a year ago (see article above) could easily have been made by him today.
The UK is not leaving the EU on 29 March 2019. It is only leaving the EU’s voting bodies which will make decisions about this country’s future – unless of course we can stop this.
WHAT NEXT?
A year has passed and the Withdrawal Agreement has actually got worse in that time.
There is absolutely no chance that a trade deal will be agreed with the EU by the end of 2020. We have previously published many facts in support of this assertion.
This automatically means asking the EU27 for an extension of the ‘Transition Period’ until the end of 2022, or entering the Backstop with no escape, where the EU would rule us forever.
The last twelve months of embarrassingly awful ‘negotiations’ conducted by unelected Remainer civil servants has resulted in a deal which not even the Remainer-filled House of Commons can accept.
This, then, leaves us with the result which Brexit Facts4EU.Org predicted and supported all along – a Clean WTO Brexit, with the addition of some side agreements on matters which neighbouring countries would ordinarily put in place for harmonious relations.
THE FLIES IN THE OINTMENT
The flies in the ointment are of course MPs and peers sitting in their Westminster bubble.
© Brexit Facts4EU.Org
Most are adamant that they will not accept what they refer to as ‘no deal’. They seem to have no realisation that what they will be trying to deny to the British people is that which the majority voted for in 2016.
Instead, they are making bald statements about ‘crashing out’ and similar pejorative and inaccurate descriptions which organs like the BBC, Sky News, ITN, and most newspapers seem happy to parrot.
WHAT IF THEY SUCCEED?
If these anti-democratic MPs succeed, the fundamental basis upon which our society is based – government by democracy and with the consent of the people – will have suffered a catastrophic breach. We will see the worst civil unrest in the United Kingdom in a generation, and quite possibly the worst in many generations. This must not be allowed to happen.
If our MPs succeed, the unrest will not change the immediate outcome. They will have prevented the UK from leaving, either via an abrogation of Article 50 or an extension to the notice period.
The former would be unconscionable as these MPs will never vote to initiate Article 50 again. The latter would mean a continued Project Fear onslaught but on a scale to dwarf that in the run-up to the actual EU Referendum.
THE ROAD TO FREEDOM
We strongly believe that an exit on WTO terms on 29 March 2019 is now the only way to ensure Brexit.
It is hardly desirable to be starting to prepare for this properly at this late stage, as the Prime Minister claims to be doing, but if all the resources of Whitehall were dedicated to this then many of the consequences could be mitigated.
It’s important to stress that if the Government had actively been preparing for this outcome from June 2016, then this form of exit would not cause undue disruption. As it is, we have precious little time to prepare.
THIS IS DOWN TO MRS MAY AND FRIENDS, NOT BREXIT
This is nothing to do with Brexit itself, it’s the result of an incompetent Remainer Government.
Nevertheless, we can do this. There will be a bumpy ride for a while, but then this was always going to happen when dealing with bullying ideologues in Brussels who are fighting for the survival of their totalitarian Projekt.
Never forget the reaction of EU Commission President Jean-Claude Juncker on 24 June 2016: “This will not be an amicable divorce.”
They were always going to make this difficult. But since when did the British people give in to foreign tyrants and bullies?
THE FIGHT BACK AND THE GOOD NEWS
Here at Brexit Facts4EU.Org we’ve been fighting since before the EU Referendum campaign even started. Despite massive under-funding we’ve published original fact-based articles daily.
Before Christmas we finally received some seed-funding from an individual for a proper campaign to present all the positives of a clean WTO Brexit. This will involve senior Brexit politicians, a paid social media campaign, a 1-page flyer summarising the key advantages, back-up summary articles, and a PR initiative to get the messages out there onto TV and radio, as well as the newspapers.
There will be no rallies preaching to the converted. This is all about getting simple, factual information to the people and – crucially – to MPs.
SUPPORT IS GROWING BY THE DAY
We already have the backing of some important Brexit organisations for this campaign, and we can only hope that one of two of the ‘big names’ will also back it.
In the last week we have started receiving donations towards the cost of all of this from members of the public. We are immensely grateful. We need plenty more though, if we are to match what the first donor put in to get the ball rolling.
Can you help? We’ve been preparing since well before Christmas and are continuing through this holiday period. The more you can give, the wider the reach of the campaign and the longer we can sustain it.
We will not be pulling our punches – it’s too late for that. This will be a hard-hitting campaign aimed at delivering a full Brexit. It will also remind MPs of their democratic duty.
If we don’t do this now, it will probably be our very last chance.
Please remember, we don’t have plush London offices and we operate on a shoestring. Anything you give will go towards this campaign.
Thank you for reading this. We hope you all enjoy a relaxing Boxing Day with your families and friends.

U.S. President Abraham Lincoln defined 'Democracy' as: 'Government of the People, by the People, for the People.' That completely rules out the Dictatorship that is the EU.
I send £100 from time to time. What is that equal to? Three jars of face cream! Let's all really fund Facts4EU to our utmost.

 MERRY CHRISTMAS
TO ALL OUR READERS
From the Brexit Facts4EU.Org team
It has been an exhausting struggle, defending the democratic decision of the British people over the last two and half years.
We all still have a fierce battle ahead against the anti-democrats in the House of Commons and the House of Lords.
On this Christmas Day, however, we hope all readers will relax, enjoy time with their families, and
smiley FORGET ALL ABOUT BREXIT TODAY! smiley
Finally we would like to wish all members of Her Majesty's armed forces who are on duty overseas, and who are away from their loved ones at this special time, our heartfelt thanks for the job they are doing for the country.

A Christmas present to our readers from
the Brexit Facts4EU.Org Team
’TIS THE DAY
BEFORE CHRISTMAS
AND WE BRING YOU TIDINGS OF COMFORT AND JOY!
The Brexit Facts4EU.Org team has been analysing the latest figures released by the Office for National Statistics. We thought you’d like to know the basics – jobs, wages and the economy overall.
BREXIT FACTS4EU.ORG SUMMARY
SINCE THE REFERENDUM....
  Employment is up by 741,000
  Wages are up by 6.6%
  GDP has grown by 4.0%
The Establishment – the Treasury, the ONS, the OBR, the Bank of England, the Chancellor, and the BBC, amongst many others – all seem to have overlooked giving everyone a Christmas present of a ‘good news’ summary, so we thought we’d do it on their behalf.
Most people care about normal, everyday things.
- They hope their wages are growing faster than inflation - they are, and the rate is increasing
- They hope their jobs are safe - they are – 4.1% is the lowest unemployment rate for decades
- They hope there are job opportunities - there are, with 848,000 vacancies
- They hope the UK economy is growing – it is, by 4.0% since the Referendum
REAL FIGURES, NOT PHONEY FORECASTS
In the last year, regular pay has increased by 3.3%. (Since the Referendum it has grown by 6.6%.) The ONS are forced to admit that this is “the fastest [annual] increase since November 2008.” That’s ten years ago. Crucially it’s higher than inflation, so people are seeing real growth in their income.
Big business, represented by the CBI, would like a continuation of an endless supply of foreigners taking jobs on minimal wages. This is why they love the EU and its freedom of movement.
Already we are seeing a fall in the number of foreign (EU) nationals entering the country. Hey presto, wages have started increasing, just as we and other Leave groups predicted. This matters to ordinary voters up and down the country.
The immediate recession and emergency budget threatened by the Government and the Remain campaign if we voted Leave has never materialised. Instead the economy has grown by 4.0% since the Referendum.
The unemployment rate is so low (at 4.1%) it makes the EU look like ‘the poor men of Europe’.
OBSERVATIONS
Just imagine what we could do as a country when freed from the bureaucratic nightmare of endlessly-increasing regulations from the EU?
Imagine if we could put zero VAT on ranges of products, to suit the needs of our people?
Imagine if we could cut tariffs on products we import, meaning food, clothing and other items would drop in price?
Imagine if our exporters had a free rein and were backed by free trade agreements with the fastest-growing areas of the World?
Imagine what we could do with an extra £10 billion per year to spend at home, instead of subsidising most of the countries of the EU?
Imagine if our armed forces knew that their Oath of Allegiance to Her Majesty was sacrosanct, and that they wouldn’t be drawn into the EU’s new Common Defence Forces?
Imagine if our fishermen could once again fish our seas, without seeing 60% of all fish being caught by huge foreign vessels using unacceptable techniques?
And most importantly of all, imagine the sense of freedom we would all feel as we become a truly democratic, sovereign, and independent country once again.
Now that really would be a great way to go into next year!
Well, we’re working hard on this and we need your help on something. Please see the article below. It’s important.

This website has done a brilliant job of arming me with the facts I need to explain and support Brexit in my everyday life and on social media in particular. The blatant lies being unquestionably accepted and spread by the brainwashed #FBPE/Remain crowd on, for example, Twitter is beyond belief. The simple facts that this website provides does a wonderful job of silencing them!
Please keep up the great work, and in turn, I will gladly keep up my modest financial support. Kind regards

THE WAY TO GO – WTO
MAJOR CAMPAIGN LAUNCH AFTER CHRISTMAS
© Brexit Facts4EU.Org
We have some seed-funding for a campaign to explain a
clean, managed, WTO Brexit on 29 March. Will you back it?
We’re in the advanced planning stages of an exciting new Brexit campaign aimed at the public and at MPs.
It will involve a 1-page summary explainer, plus back-up pieces explaining more, plus a major social media campaign with short messages and links to more info on our site.
We have MPs backing it, and a professional PR launch to the media is being set up. We're even going to give our site a much-needed makeover and turn it from 2009 into 2019!
Remainer MPs are planning to block a true Brexit and we must get the message out to the public and to MPs who are not being told the facts.
YOU CAN HELP IN TWO WAYS
  1. Promote the campaign on social media, posts to other websites, and even by printing off the new ‘WTO – Way To Go’ leaflet that's coming, and distributing it in your area
  2. Help us with the costs. We have some funding from a kind benefactor but it’s not enough to pay for everything. This is a practical campaign which can really make a difference.
We don’t have expensive London offices, we don’t have expense accounts for taxis and meals out, and we don’t have secretaries. What we do have is the enthusiasm which has driven us to research and publish factual articles for almost three years on a daily basis. This makes us unique amongst Brexit organisations.
We know it's Christmas and everyone is already spending money, but unfortunately things are moving rapidly, and so must we.
A REAL CAMPAIGN, A REAL DIFFERENCE
This campaign is focused on achieving a true, clean Brexit on 29 March next year. It will explain how this can be done. The public have been crying out for positive information like this, and that’s what we’ll deliver.
And we'll do this in everyday language
If you can give something towards the costs, the links are below. This is urgent and the more resources we have, the bigger the reach of the campaign.
Please do what you can, and then please get ready to promote the Junckers out of this when we launch the campaign!

 206 MPs WERE ELECTED WITH
LOWER VOTE SHARES
THAN THE LEAVE VOTE
‘DEAR REMAINER MP,
IT’S NOT TOO LATE IN LIFE TO BECOME A DEMOCRAT’
One of the strangest contradictions in the beliefs of our Remainer MPs is that they reject the democratic vote of the British people in 2016, yet are happy to be elected to Parliament by a democratic vote in their own constituencies.
Democracy is fine when it means these Remainer MPs get elected. Apparently it’s not so fine when a democratic vote is about something other than them.
THE BASICS
Firstly let’s once again cut through some of the nonsense. The vote was to leave the EU. There were no conditions attached about needing particular forms of agreements with the EU. The decision was to leave and it was made repeatedly and abundantly clear that this meant leaving everything.
Indeed the most-used argument from the Remain side was of the supposedly catastrophic consequences of voting to leave. This was the so-called Project Fear which was rammed down the public’s throats in a coordinated attack by the Government, the Remain campaign, and by every foreign leader and foreign organisation that the Remainers could muster. This went on for months – and still does.
The team at Brexit Facts4EU.Org felt this very keenly in the first half of 2016, as we were forced on a daily basis to counter the worst of the Remainer propaganda which spewed forth. This is a task we have had to continue to this day.
There can be no doubt that the British people voted to leave, despite the threats of economic devastation. That was the democratic decision.
THE FACTS ABOUT DEMOCRACY AND REMAINER MPs
The beliefs of Remainer MPs become even more contradictory when we look at the ‘quality’ of the democratic votes in the case of the Referendum and in general elections.
MPs are elected on the basis of the 'first-past-the-post' system. The candidate with the highest proportion of the vote wins, no matter how small that percentage might be.
In the Referendum, 51.9% of people voted to leave the European Union. We thought we would look at how this compares to the percentages of the local vote which MPs achieved in the last general election.
1. REMAINER PARTIES
Chart © Facts4EU.Org 2018
Amongst the Remainer parties of the SNP, LibDems, Greens, and Plaid, only 2 MPs were elected with a vote share of more than 51.9%.
2. WHAT ABOUT THE PARTIES ALLEGEDLY RESPECTING THE VOTE?
The parties whose manifestos promised to honour the Referendum result fared better, but nevertheless significant numbers of their MPs failed to beat the vote share in the Referendum.
Below we show the numbers of MPs in all parties - whatever their views on Brexit - who gained their jobs with a lower vote share than the Leave vote won in 2016.
Chart © Facts4EU.Org 2018
In all, 206 MPs were elected with a vote share
less than that achieved in the Referendum by the Leave side.
OBSERVATIONS
Most MPs seem happy to respect the result of the vote from the public which placed them in Parliament, but will not respect the superior vote from the public for leaving the EU.
We suggest that this hypocrisy is breathtaking and that these MPs need to examine their consciences.
This article is dedicated to all Brexiteers, and to the people around the world who are struggling to defend democracy in their countries, or to establish it.
Note: The data above was not available anywhere. We had to go back to the raw data from the Electoral Commission and calculate percentages of the winning MPs. Sounds simple but it wasn't. If you believe democracy is worth defending and you're feeling in a giving mood two days before Christmas, we are still in need of more donations to keep going!

Message: Ha! So, we could insist that these 206 MPs be removed from office! But that would be UNDEMOCRATIC they'd cry!
Those MPs who talk incessantly in the First Person: 'I think we should ....' Or 'I believe we should ....' must stop it right now. They are only there in the House as REPRESENTATIVES of their Constituents. The way it goes is the people instruct their MP, or vote him in, to do THEIR bidding. NOT THE OTHER WAY ROUND. In the case of Brexit, they know the majority view because of the Referendum count. Where the Vote went for 'Leave' they must speak to push for that result. There is no excuse for any MP to break with the Constitution Rules. I suggest such wrong doers who speak about 'I' instead of 'My Constituents' are publicly corrected, reprimanded, humiliated and summarily removed by the Speaker. Eventually, like naughty children, they will realise where they went wrong and experience the discomfort of the Naughty Step.

 WHAT IS THE WTO?
© AgreBot
IT’S “HOW THE WORLD TRADES”
Early in the New Year, Brexit Facts4EU.Org will be launching a major campaign to inform the public and MPs about a managed exit from the EU on WTO terms on 29 March next year. Ahead of this, we look at the World Trade Organisation itself.
What is it, what does it do, and how does it work?
What’s the UK’s current position in the organisation,
and what could it be?
In this article we look at the basics of the WTO in summary form and in plain language.
WHAT IS THE WTO? WHAT DOES IT DO?
“The World Trade Organization (WTO) is the only international organization dealing with the global rules of trade between nations. Its main function is to ensure that trade flows as smoothly, predictably and freely as possible.”
“The result is assurance. Consumers and producers know that they can enjoy secure supplies and greater choice of the finished products, components, raw materials and services that they use. Producers and exporters know that foreign markets will remain open to them.
“The result is also a more prosperous, peaceful and accountable economic world.”
WHO IS IN THE WTO?
The WTO has 164 members, comprising 163 countries including the EU28, plus the EU as an institution. The EU is the only member that isn't a country.
Chart © Facts4EU.Org 2018
28 countries in the WTO have no real voice. The EU Commission effectively speaks for the 28 members states and negotiates on behalf of the EU as a whole. Some would say that this flies in the face of the WTO’s aims.
“By lowering trade barriers, the WTO’s system also breaks down other barriers between peoples and nations.”
“The goal is to improve the welfare of the peoples of the member countries.”
HOW DOES THE WTO WORK?
“At the heart of the system — known as the multilateral trading system — are the WTO’s agreements, negotiated and signed by a large majority of the world’s trading nations, and ratified in their parliaments.
These agreements are the legal ground-rules for international commerce. Essentially, they are contracts, guaranteeing member countries important trade rights. They also bind governments to keep their trade policies within agreed limits to everybody’s benefit.”
The WTO's members are responsible for 98% of world trade.
WHERE DOES THE UK SIT IN ALL OF THIS?
The United Kingdom is a founder member of the WTO. It is therefore already a member and does not have to apply to join when it leavers the EU. As the WTO explains: “The EU is a WTO member in its own right as are each of its member states.”
When looking at the UK’s position, it is important to remember that the UK is the fifth-largest economy in the World. (France has fallen out of the top five and is now ranked seventh.)
Not surprisingly given its economic power, the UK will have a very important voice within the WTO when it can speak independently on its own behalf.
OBSERVATIONS
Remainer MPs are forever decrying the option of the UK leaving the EU in a managed, WTO-based way. As usual, Project Fear tactics have been used on the British people, as they have been used constantly since before the Referendum.
In all of the doom-laden claims of Remainer MPs, the public could be forgiven for thinking that the UK will be unable to trade unless it agrees a free trade deal with the EU. In fact it could simply trade like the rest of the World does.
The important thing to remember is that the WTO’s members represent 98% of world trade.
We hope that the above gives a reasonable overview for readers of what the WTO is, what it does, and how it’s an exciting prospect for a newly-independent United Kingdom.

Of course the left just like the so-called Democrats in the USA will continue their attempts to destroy everything good in our two respective great countries. They need to be neutralized.

Message: Great news that you are bringing us more information about the WTO. We all know that we are not hearing the truth about a Managed No Deal. All we hear, are ridiculous scare stories, made up by Fools who think they can scare us to death.
What is true, is that a significant number of Cabinet Ministers are now seriously getting behind a Managed No Deal. The fact is - and re-MANIACS won't like it - is that those Cabinet Ministers are seeing the true picture of what a Managed No Deal means. Unlike us, they see the planning and the mitigations and the positive outcomes, and they are ignoring the hype, the lies and the constant wailing, of those determined to scupper Brexit and the Tory Party. It is now time for Cabinet Ministers to unite and to take us forward with a Managed No Deal.
Thank you for your great efforts, on the behalf of your supporters. I wish all at facts4eu, a Happy and Successful New Year.

Message: It might be worth mentioning the WTO's Trade Facilitation Agreement. This spells out exactly how it expects member states to conduct customs operations in order to ensure trade is as friction-free as possible. Note, particularly, that the WTO does NOT insist on Customs inspections. It does recognise that individual states may have their own specific risk concerns but that they should limit inspections to "high risk" consignments. HMRC make it clear that "high risk" for them involves intelligence-led investigations into illegal drugs and alcohol smuggling. The WTO TFA also has an expectancy that state of the art technology is utilised at the borders of developed economies.
Reply: Quite right. This is included in for our New Year campaign on a managed exit on WTO terms.

Message: I note you're planning a campaign for a managed WTO exit and this is definitely what's needed. I hope you'll be producing one of your summary papers so we can all distribute. We must get this message out there. Good article on the WTO by the way.

Message: I'm a very long-standing reader and supporter of Facts4EU, and I remember your published prediction shortly after the referendum in 2016. It basically stated that from all the things you learnt about the EU (self-serving aims, strange attitudes etc), the most likely outcome was WTO rules and that's what the UK Government should have focused on from the beginning. I do think that everyday people like me are hungry for real and reliable information, especially given that the media turned out to be so biased and useless in giving us facts. Merry Christmas to all there!

Message: Thank you for this great short summary about WTO. I found it very useful. My knowledge about WTO in general is quite limited to be honest. I constantly hear remainer MPs painting apocalyptic pictures should we ever use WTO terms. There is never any sensible explanation from them why exactly would WTO be almost 'fatal' for the UK, when most countries in the world do exactly that?
I think your campaign to spread the word about a WTO exit is a very good idea, it's exactly what's needed in the current situation. I'm looking forward to it.

 FANCY ANOTHER 15 YEARS
IN THE EU?
HOW ABOUT LEAVING IN 99 DAYS' TIME INSTEAD?
THE FACTS: WHY MAY’S DEAL WILL BE
‘REMAIN - IN CHAINS’
There exists an essential plank of Theresa May’s argument of why Parliament (and the country) should accept her Withdrawal Treaty with the EU.
This argument is that the odious ‘Backstop’ will never be used, nor will the UK need to seek an extension to the Transition Period for an extra two years which would take us to the end of 2022.
Either scenario would be unacceptable to Leave voters who won the Referendum, as the UK would not have properly left the EU in either case.
Mrs May contends that the EU will use its ‘best endeavours’ to agree a trade deal with the UK before the end of the Transition Period.
So just how likely is this to be true?
THE EU’S “BEST ENDEAVOURS”
The EU has allegedly been doing its best for 60 years to establish successful trading relations with the major economies around the world. Unfortunately the EU’s best is everyone else’s worst.
Here we look at just one example which has been in the news a great deal – the Canada Free Trade Agreement (CETA).  How long did it take?
The EU told everyone that the EU-Canada trade deal (CETA) took 7 years.  No it didn’t.  It started in 2004 in Ottowa. That’s about to be 15 years ago.
BREXIT FACTS4EU.ORG SUMMARY
15 YEARS OF THE CANADA-EU TRADE DEAL
  • 2004 : Ottawa, deal framework was agreed, negotiations started
  • 2009 : Prague, negotiations were rebranded as CETA trade deal
  • 2014 : Toronto, a signed ‘in principle’ agreement was presented
  • 2016 : Brussels, deal is vetoed by Belgian region of Wallonia
  • 2017 : Brussels, deal is finally signed, not yet fully ratified
  • 2019 : Deal is expected to be fully ratified, finally
We have the documents, in case the EU Commission has misplaced them.
So that’s 15 years before ratification is expected next year. The EU-Canada trade deal shows:-
  1. How long the EU takes to negotiate and finalise a deal
  2. How its priorities are not logical, nor are these in the interests of its citizens
  3. How it totally misrepresents reality
THE CETA DEAL STILL ISN’T IN FORCE
An essential part of the EU’s cumbersome processes is that ratification of trade deals have to be made by the national and regional parliaments of all 28 Member States. This involves over 40 legislatures.
If the UK is ever to agree a free trade deal with the EU, this ratification process will be essential. Relations with the unelected EU Commission are likely to be so sour by then that nothing other than full ratification of any treaty can be relied upon.
Here is the EU’s current statement on the status of the CETA deal:-
“It will only enter into force fully and definitively, however, when all EU Member States have ratified the agreement.”
- EU Commission (Trade), 20 Sep 2018
In other words, the Canada Free Trade Agreement (CETA) will not have full legal force until at least 15 years after talks first started.
TICK TOCK, TICK TOCK
The EU’s Chief Brexit Negotiator Michel Barnier is fond of reminding the British “zat ze clock eez teecking”. So how fast has the clock ticked for the EU since the initial signing of the CETA deal?
Since the provisional signing on 21 Sep 2017, the CETA Joint Committee has met just once, on 26 Sept 2018 – over a year later.
Worse still, the ‘Trade in Goods Committee’ only managed to meet for the first time two months later, on 29 November 2018 – and that was only by video conference.
OBSERVATIONS
Either the Government knows all of the information we have published in the last three years about the EU’s repeated failures to agree and ratify trade deals with other countries, or it’s ignorant.
In the first case, the Government is deliberately lying to the British people and to Parliament about the prospects of a trade deal with the EU before the end of the Transition Period.
In the second case, they should all be fired for gross negligence.
MAY’S WITHDRAWAL DEAL MEANS THE BACKSTOP OR CONTINUED MEMBERSHIP WITH NO SAY
The simple fact is that when you look at the EU’s track record in achieving trade deals with the world’s largest economies, it’s woeful.
Based on their track record, there is no possibility that the EU will ever agree and ratify a trade deal with the UK by December 2020 – the supposed end of Mrs May’s Transition Period.
Her odious and thoroughly misleading ‘Withdrawal Agreement’ should not even be given the time of day by Parliament.
WTO – THE WAY TO GO
The UK should leave the EU properly – as voted for by the majority of the British people – on 29 March 2019 – on managed WTO terms.
Whilst it would have been preferable to have had a full deal agreed with the EU, this was never on the cards, as we wrote from the start. Instead it is still possible in the remaining 99 days to negotiate a series of side deals on important matters, to keep everything running as smoothly as possible.
The EU has now established that it will act to ensure some managed arrangements in the event of a WTO exit. It published papers on this on Wednesday. These now need to be extended by the UK Government to cover more areas.
At the same time, the full weight and power of the Government and the Civil Service should be concentrated on what they should have been doing since 23 June 2016 – preparations for a managed WTO exit.
WTO is the way to go.
