In a video Facts4EU has uncovered, Lord Cameron is revealed in 2009 telling the British people quite categorically that the EU’s latest proposed treaty (the Lisbon Treaty) was a massive power grab by the EU. It was the Lisbon Treaty which established the ‘European Union’ for the first time and gave it its own legal identity.
Lord Cameron was clear that the then Prime Minister, Gordon Brown, must offer a referendum on this question because the EU’s new Treaty would mean an enormous loss of sovereignty for the United Kingdom. He described this as “a massive transfer of powers”.
He even quantified the damage to the British voters’ ability to choose a party with policies they would want to vote for in future, saying: “It ends our veto in about 60 areas.”
The man who told us all to vote Remain
Back in 2009 David Cameron was the leader of the Conservative party in Opposition and an aspiring Prime Minister. As such he had no hesitation in telling the British people what the EU had become, compared to the ‘trading bloc’ which former Prime Minister Edward Heath told the people he had signed up to, without giving them a vote on the matter.
As readers will note, this is the polar opposite of what he was to tell the British people in the EU Referendum campaign of 2016.

In the end the British people were never asked to vote on the EU’s Lisbon Treaty – effectively its new Constitution. Nevertheless it passed into law, transferring massive powers from the UK to Brussels as David Cameron confirms.

When David Cameron made this video, the Conservative Party still did not have its own YouTube channel. Instead it had something called ‘WebCameron’ which provided an occasional video of the Party’s leader either addressing the internet audience (as in the case below) or providing glimpses into the Camerons’ life. The latter might include what his wife Samantha was doing at home, or Lord Cameron having a snowball fight with Carol Vorderman of Countdown fame.
When the Party did set up its own YouTube Channel, the earlier work by Lord Cameron started to disappear from YouTube, until eventually it was wiped by the Party from all servers and even web archive services. Fortunately Facts4EU has copies of some videos like these – as well as having taken copies of significant videos of House of Commons Committee proceedings which have mysteriously become hard to find.
Ironically, one of the latter also involves Lord Cameron – this time being forensically examined over the deal he was doing with Spain over Gibraltar – a deal which has been resurrected by the current Foreign Secretary, David Lammy. We suspect this video may also have historical significance in the not too distant future. We have retained a copy of this especially for Sir Bill Cash, former Chairman of the European Scrutiny Committee at his request, after Sir Keir Starmer abolished the Committee in his first month in office.

How was it that Arch-Remainer Lord Cameron was so Eurosceptic in 2009?
Facts4EU has looked at the timeline of events surrounding this special broadcast. It was shown just before the EU Parliament elections that year. This was at a time when Nigel Farage’s UKIP had become a serious threat, long before they transformed into the Brexit Party and now Reform UK.
In the event, in 2009 the Conservatives won, but UKIP put Labour into third place.

The Remainer (then apparently Eurosceptic) David Cameron was successful in seeing off the threat from Nigel Farage in terms of vote share, but that was the last time. At the next European elections in 2014 the Conservatives were easily beaten by Mr Farage’s UKIP. This was before the emergence of the Brexit Party which in 2019 easily beat both the two main parties for the first time in any British national election.
Observations
Within a few months of publishing that video, Lord Cameron had dropped his vigorous campaign for a referendum on the Lisbon Treaty. Instead he went into the next general election promising a referendum on any future handover of UK sovereignty to the newly-formed EU.
Regarding the all-important Lisbon Treaty about which he had railed in his video, however, this was simply accepted and the British people were never to have any say about it.
This was despite the fact that the Treaty had radically transformed any notions of national sovereignty and involved “a massive transfer of powers” to Brussels. It was to take a further six years before the British people were finally able to say what they thought in the EU Referendum of 2016, when they decided by the largest vote in British electoral history to leave the European Union completely.
