Here’s former Immigration Minister and Tory Leadership contender, Robert Jenrick MP
As former Immigration Minister it must be assumed that the Rt Hon Robert Jenrick MP knows the official numbers for net immigration. Here is what he told Sky News last month.
“I want us to return to the historic norms of mass migration. Before 1997, net migration over 25 years was 69,000.
In the 25 years since Tony Blair became our Prime Minister it’s been 5.9 million.”

The results of our research tell a different story
Our findings suggest strongly that the migrant population of the UK may be far higher than the Government’s figures – and Robert Jenrick - say.
This report is all based on official information available to the Government but which it has not publicised. This is revealed for the first time in this work by Facts4EU.Org and CIBUK.Org, in association with GB News.

It is clear that over the past 25 years the number of N.I. numbers issued to foreign nationals for purposes of UK work and UK benefits totals over 15 million.
How many migrants does the Government say have entered the UK in the last 20 years?
Neither the Government, nor the Home Office, nor Border Force publish definitive data on the size of the migrant population in the United Kingdom. All they have are estimates. These have mostly been based on voluntary surveys at ports and airports, together with census returns every 10 years.
The number and types of revisions to the data in the last few years are extraordinary and whichever set of official figures is used, it can be seen that the UK population has increased by more than 10 million in 20 years. We also know that the birth rate has been falling and that the ONS officially state that “Net international migration was the main contributor to population increase for all four countries of the UK in the year to mid-2023. There were 16,300 more deaths than births across the UK in the year to mid-2023.”
The new data – and why it might be much more reliable than the numbers we’ve all been told
With official numbers for migrants in the population in an uncertain position, Facts4EU.Org turned to a different form of data, collected by HMRC and by the Department for Work and Pensions. This is detailed and accurate. It has to be, because it involves issuing National Insurance numbers which essentially allow people to work or claim benefits.
It does not purport to replace immigration data, but it logs all new N.I. numbers (NINos) issued to foreign migrants, by date and by their nationality. It therefore gives a strong indication as to the true numbers of those who have entered the United Kingdom, legally or illegally, by whatever means.
This is the first time any media organisation has been able to bring the public the exact figures for the numbers of overseas nationals who have received National Insurance numbers in order to work or receive benefits in the United Kingdom this century.
Why National Insurance numbers (NINo’s) are so important
In the UK a National Insurance number (NINo) is required for people in order to:
- Work
- Claim state or housing benefits
- Apply for a student loan
- Vote in local or national elections
- Pay Class 3 voluntary National Insurance contributions
Here is what the Dept for Work and Pensions (DWP) says about NINo’s
“A NINo is a unique personal reference number that links an individual with their records of national insurance contributions, social security benefits, tax payments and student loans. Whilst the NINo is a unique personal number in isolation it is not proof of an individual’s identity, immigration status, right to work in the UK, nor does it confer entitlement to benefit.”
“The NINo statistics cover all adults allocated a NINo for any type of work – including the self-employed and students working part-time – irrespective of the length of stay in the UK (including short term). Sourced from a 100% administrative dataset, the value of the statistics lies in the robustness of counts down to individual nationality and for each Local Authority (LA) (based on address at point of NINo registration).”
