Facts4EU.Org looks at EU Republics versus Monarchies
Tomorrow (Saturday 06 May 2023) His Majesty King Charles III will officially be crowned, along with his wife who will become Queen Camilla. Monarchies in Europe have been a dying breed for centuries, but Facts4EU.Org looks at who is left.
One monarch in particular might surprise many readers. It is a little known fact that the President of France, one Emmanuel Macron, is in fact also a monarch – of the tiny principality of Andorra.

- Kingdom of Norway : King Harald V
- United Kingdom of Great Britain and Northern Ireland : King Charles III
- Vatican City : King of the Ecclesiastical State (and Pope) Francis
In some of the countries we have listed, the presence of a monarch is very informal. In the Netherlands for example, members of the royal family are seen cycling about with no ceremony.
Three of the states in the EU with a monarch are tiny and would only qualify in the United Kingdom as a town or small city: Andorra, Luxembourg and Monaco. They are, however, all part of the EU and partly owe their continued existence due to their long-standing reputation as tax havens. Both Andorra and Monaco are represented by France.
His Majesty Prince Emmanuel of Andorra
On election, the President of France Emmanuel Macron automatically became joint-head of state and Co-Prince of Andorra.
He will relinquish his title as soon as he is replaced as French President at the next election.

Situated in the Pyrennées on the France-Spain border, Andorra is a micro-state covering just 181 sq miles, more than half of it being skiing territory. It has a population of just 80,000, but this number is swelled considerably in the skiing season. Over 10 million people visit Andorra each year and tourism accounts for over 80% of its GDP.
Observations
One little-known historical fact is that Andorra was once claimed for Her late Majesty Queen Elizabeth II, when a small number of the Facts4EU team went ‘off piste’ on one of its highest peaks, planted a small Union Jack, and declared it British. They then skied widely, enjoying Her late Majesty’s new dominion.
Sadly, this momentous event in European history went unnoticed by the British, French and Andorran governments.
