Does this bureaucrat have the mandate to negotiate with Presidents, Prime Ministers and Chancellors?

Frau von der Leyen is the elected representative of no country or people.

In 2019 she was appointed to her role as the EU’s ‘bureaucrat-in-chief’ at the last minute, nominated by outgoing German Chancellor Angela Merkel when the democratic procedures which had been agreed between the EU Council and the EU Parliament were summarily bypassed.

Such appointments are usually rubber-stamped by MEPs but in this case they barely endorsed it – Frau von der Leyen scraped though by just a handful of approvals.

She holds no popular mandate and was parachuted into the role. Her previous job was Defence Minister in Berlin, having been what the German media considered to be the least effective minister in Merkel’s government. Few fighter jets could fly, tanks were routinely out of service, and German troops even turned up on NATO exercises without rifles.

What is the EU’s democratic legitimacy supposed to be based on?

The diminutive former Belgian Prime Minister Charles Michel is supposedly the EU Council President, representing the leaders of the 27 EU countries. This is where the power in the EU is supposed to lie, based on the policies of these elected politicians.

Unfortunately, it appears he has been completely overrun by the Germanic juggernaut of Frau von der Leyen and her bloated team of technocrats. His territory has been occupied, seemingly without a fight.

2. “ICE, ICE Baby” – Bilateral negotiations interfering in internal German politics

This particular instance of Ursula von der Leyen exceeding her role relates to the German government's refusal to sign off on the EU ban on the sale of new combustion-engine vehicles from 2035. (ICE = Internal Combustion Engine )

The EU Parliament approved the law on 23 February 2023. It requires car-makers to ensure they achieve a 100% cut in CO2 emissions from new cars sold from 2035. The law also requires a 55% cut in CO2 emissions for new cars sold from 2030, over 2021 levels.

There's been growing opposition to this EU ban from several EU member states – Italy, Poland, Bulgaria, and Germany, and now joined by Czechia.

In this combustion-engine ban, it's not the Commission's job to try to persuade Germany to back down. Nor is it its job to barter a deal with a single member state. Nonetheless, Frau von der Leyen had a high-profile meeting with Chancellor Scholz ahead of her big trip to the US.

Frau von der Leyen got no joy getting Germany to back down from its condition. We should mention that Germany has a coalition government and significant elements of it have strong and opposing views. Despite this the EU Commission President saw fit to interfere in domestic German politics.

Observations

In the Court of the EU’s Ice-Queen, ruling by divine right now seems to have become the norm. It seems the EU’s top civil servant thinks she can dictate policy and then negotiate it with the world’s leaders, without any elected leader of the EU27 countries being present.

For years eurosceptics have looked on in distaste as the civil servants managing the EU’s ever-expanding empire have taken more and more powers unto themselves. In the realm of ‘Queen Ursula of Germano-Europa’, however, this has surged to hitherto unseen levels of arrogance.

The EU is not a country, nor (yet) a ‘superstate’ and the EU Commission certainly does not represent the governments of the 27 member countries. Despite this, Ursula von der Leyen is at every world gathering – be it the UN General Assembly, the G7, the G20, addressing national parliaments – on equal terms with entire countries. She is now holding bilateral negotiations with world leaders up to and including the President of the United States.

Here is our question for Rejoiners

“How can you seriously propose the United Kingdom once again subjects itself to autocratic and undemocratic rule by an empire such as this?”

We already know that Rejoiners have no respect for democracy, as witnessed by their refusal to accept the result of the largest democratic vote in British history, but when will they come out and say “No, the EU isn’t democratic but we like it that way”?
